REGARDING PROPOSED SUBSTANTIAL AMENDMENT
TO 2009 CONSOLIDATED PLAN SCHEDULED FOR
3PM ON FRIDAY, MAY 1ST, 2009
There will be a public information meeting on Friday, May 1, 2009 at the City of Rockford Human Services Department, 612 North Church Street, Rockford, Illinois at 3pm to provide an opportunity for the public to view the details of the proposed amendment. All interested agencies, groups and persons wishing to learn more about the proposed amendment are encouraged to attend. The proposed amendment will be made available for public comment and review beginning May 1, 2009 and ending May 14, 2009. The proposed amendment will be available at the following locations: the Department of Human Services, 612 North Church Street, the Community Development, 425 E. State Street and the Rockford Public Library, 215 N. Wyman Street as well as on the City of Rockford website; www.rockfordil.gov.

The City of Rockford anticipates the award of $861,073 in Homeless Prevention Funding from the United States Department of Housing and Urban Development contingent upon approval of a substantial amendment to the 2009 Consolidated Plan. The Plan, which outlines a municipality’s plans for a period of five years, must be amended whenever a substantial change in funding and/or programming occurs. The Homelessness Prevention Fund will provide financial assistance and services to prevent individuals and families from becoming homeless and help those who are experiencing homelessness to be quickly re-housed and stabilized. The funds under this program are intended to target individuals and families who would be homeless but for this assistance. The funds will provide for a variety of assistance, including: short-term or medium-term rental assistance and housing relocation and stabilization services, including such activities as mediation, credit counseling, security or utility deposits, utility payments, moving cost assistance, and case management.
At least 60 percent of funds must be spent within two years; all funds must be spent within three years. The process for distribution of the funding within the City will be via an RFP process in late summer. $1.5 Billion in Homeless Prevention Funding will be allocated nation-wide. The State of Illinois is expected to receive $20,286,504.
