JULIE, also known as the "Illinois One-Call System", was formed in 1974 by the owners and operators of underground utility facilities as a means of reducing damage to those facilities. JULIE serves as a message handling service for these utilities, taking information about planned excavations and distributing this information to its utility membership.
JULIE member companies operate on the premise that if you give them the proper two-working day advance notice (does not include Saturdays, Sundays or Holidays) and they have facilities in the area where you intend to dig, they will respond and mark these facilities sometime within this 48 hour period. Marking the area in WHITE where you will be digging can help expedite this process.
When responding to JULIE request, the City of Rockford will mark it’s utilities, i.e. “Storm sewer, Traffic and Street lights, Water lines, including valves and hydrants” in the street to the property line. The City of Rockford does not mark on private property, which is property owner’s responsibility.
